The greenhouse gas emissions inventory is estimated based on the internationally binding methodology described in the 2006 guidelines of the Intergovernmental Panel on Climate Change (IPCC). More details can be found directly in the guidelines. Starting in 2023, the emissions inventory is transitioning to the use of revised methodologies from 2019, known as the IPCC 2019 Refinements.

The air pollutant emission inventory is prepared using the internationally binding methodology described in the EMEP/EEA Air Pollutant Emission Inventory Guidebooks. More details are available directly in the guidebook.

The greenhouse gas emissions inventory under the UNFCCC and the air pollutant emissions inventory under the CLRTAP are regularly reviewed and audited by an international team of experts as part of the review processes set under legally binding obligations.
