The inventory of greenhouse gas emissions is estimated based on the internationally approved methodology described in the methodological manuals and guidelines of the Intergovernmental Panel on Climate Change (IPCC) from 2006. More information is given directly in the manual. After 2023, the emissions inventory will use revised based on the agreed IPCC 2019 Refinements.
